Joseph Francis Crompton and Mary Bertha (Norden) Crompton were his parents, and he was born on February 1 in Brooklyn, New York. His parents were named after their middle names. When he was born, neither of his parents were still alive; in fact, they had both passed away before he was even conceived. On April 9, 2005, Patricia Anne (Troy) Crompton passed away; her husband had devoted a great deal of his love and affection to her throughout their marriage. Her husband and she had been married for a good number of years at that point.

Joe graduated from Brooklyn Collegiate and Polytechnic Institute with a Bachelor of Science degree in Electrical Engineering. This degree was awarded to Joe by the institution.
